Metropolitan District – General Explanation
The Dove Valley Metropolitan District is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, and safety protection improvements of the District; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for the District approved by Arapahoe County in February 1984, as it may be amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in Arapahoe County, Colorado, with a portion of the District being located in the City of Centennial, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that Arapahoe County does not provide.
The Service Plan modification approved in 2004 included the authority for the District to issue the remaining voted debt authorized in the amount of $18,000,000. Any and all legally available revenues of the District, including ad valorem property taxes and specific ownership taxes, may be used to repay such debt.
The District is not limited in its ability to assess a mill levy to repay such debt.
The District is not statutorily required to file an Annual Report with the Arapahoe County Clerk and Recorder.
The District boundaries overlap with the boundaries of Cherry Creek School District No. 5, Arapahoe County, City of Centennial, Arapahoe County Recreation District, Arapahoe County Library District, Arapahoe County Water and Wastewater Public Improvement District, Cherry Creek Basin Authority, Regional Transportation District, South Metro Fire Rescue Protection District, Arapahoe County Law Enforcement Authority, Urban Drainage and Flood Control District, Urban Drainage and Flood Control District – South Platte, and West Arapahoe Soil Conservation District.
